Committee on Finance and Budget

The Committee on Finance and Budget:

  • supervises the preparation of the local government’s draft budget, reviews draft budget proposals prepared by the committees, and submits the local government’s draft budget for consideration by the Council;
  • reviews draft budget proposals prepared by other standing committees and submits them for consideration by the Council;
  • evaluates the draft budget, the amendments to be included in it, and the priority areas in allocating funds if the revenue side of the budget is not implemented;
  • evaluates projects related to the use of financial resources, as well as draft Council resolutions, if unbudgeted expenses or amending the revenue side of the budget is necessary to carry out these resolutions;
  • submits proposals regarding the management of municipal property and the acquisition of immovable property, as well as formulates an opinion on the local government’s claiming the right of first refusal;
  • formulates an opinion on the alienation of immovable property by the local government;
  • within the scope of its competence, reviews budget requests and projects by officials, institutions, commissions, and working groups, as well as applications submitted by residents regarding financial matters;
  • upon a written request by a Council member and according to the form prescribed by the Treasury, reports on the implementation of the budget;
  • reviews the annual report and submits it for approval by the Council;
  • performs other duties set out in the laws and regulations of the Republic of Latvia.

Committee on Urban Development, Infrastructure, and Public Order

The Committee on Urban Development, Infrastructure, and Public Order addresses matters related to:

  • the spatial development plan and the building procedure regarding structures of public importance (buildings designed for public use), the construction of new production facilities or the extension of existing ones;
  • land matters, including land lease (except for the extension of concluded land lease agreements); agreements on the lease of immovable property owned by the local government but located on land owned by another person; lease of municipal land on which immovable property owned by another person is located; lease of undivided shares;
  • the use of properties and territories;
  • the planning of green areas;
  • international cooperation and tourism;
  • the preparation and implementation of investment projects;
  • within the scope of its competence, reviews budget requests by city residents, officials, institutions, companies, commissions, and working groups and submits them to the Committee on Finance and Budget;
  • public utility services;
  • territory development;
  • the maintenance and use of the building stock and non-residential properties, the conclusion of agreements on the lease of non-residential spaces for a duration exceeding three years or by extending its validity for the following years of operation (except for lease of undivided shares or the extension of concluded lease agreements);
  • traffic regulation;
  • public order;
  • reviews budget requests by officials, institutions, commissions, and working groups and submits them to the Committee on Finance and Budget;
  • performs other duties set out in the laws and regulations of the Republic of Latvia.

Committee on Culture, Education, Sports, Health, and Social and Employment Matters

The Committee on Culture, Education, Sports, Health, and Social and Employment Matters addresses issues related to:

  • education and extracurricular activities;
  • the organisation of cultural events, the operation of cultural institutions;
  • the organisation of sports events, the support for the operation of sports organisations and extracurricular sports activities;
  • social assistance;
  • assistance regarding housing issues;
  • healthcare and public health protection;
  • the promotion of employment;
  • within the scope of its competence, reviews budget requests by city residents, officials, institutions, companies, commissions, and working groups and submits them to the Committee on Finance and Budget;
  • performs other duties set out in the laws and regulations of the Republic of Latvia.
